If things get rolling, the debate can last for an hour and then move to a vote for final passage, while Democrats could still delay with procedural motions.
GOP holdouts, including S.C. Rep Ralph Norman, are meeting with Trump at the White House at 11am also — to likely be beaten into submission or bribed for their votes.
