Senator Bernie Moreno (MAGAt-OH) has introduced the Exclusive Citizenship Act of 2025. The bill would prohibit any person from simultaneously holding U.S. citizenship and citizenship of another country.
If enacted, the bill would go into affect 180 days later, and then citizens of the U.S. with dual citizenship of other countries would have one year to renounce foreign citizenship or forfeit U.S. citizenship.
Senator Moron-o’s proposal is intended to ensure “sole and exclusive allegiance” to the United States. Moreno’s office states that he himself was born in Colombia but renounced his Colombian citizenship at the age of 18 when he was naturalized in the U.S.
Moron-o’s bill is in direct conflict with current, long-standing Supreme Court precedents. Under the Citizenship Clause of the Fourteenth Amendment, a U.S. citizen cannot lose citizenship unless he willingly surrenders it.
Back in October, another MAGAt from Florida, Rep. Randy Fine, introduced the Disqualifying Dual Loyalty Act. This legislation prohibits individuals who hold foreign citizenship from serving in the United States Congress.
According to Fine: “The Constitution sets basic requirements for office,” he claims. “In a globalized world, dual citizenship is more common than ever, and while that’s fine for private citizens, it’s not acceptable for lawmakers entrusted with America’s national interests.”
