
In Ohio’s state house, Republicans have introduced HB 754, which would require a fetal “certificate of life” to be filed with a local records office within 10 days of detection of a fetal heartbeat by a doctor. The certificate would also be provided to the pregnant mother.
Upon miscarriage or loss of pregnancy, likewise a fetal “death certificate” would be filed. Physicians would be responsible for listing the cause of death of the fetus on the death certificate as either abortion, spontaneous miscarriage, or stillbirth.
The practical effects of the bill would be to create statewide registry of pregnancies, and to initiate investigations into woman who have had miscarriages.
