ICE agents shot a 28-year-old Dominican man in the neck while attempting to make an arrest in the Bronx on Thursday afternoon. A five-year-old boy was in the car at the time.
The man, identified as Oscar Belgal, survived and was treated at a hospital. The child, believed to be his son by police, was unharmed and in the care of a relative.
City Police Commissioner Jessica Tisch said Belgal was pulling into a parking space when a federal officer in plainclothes approached with gun drawn, followed by another federal officer who also wasn’t in uniform. Belgal started to pull the car forward, and then at least one of the officers fired seven rounds, hitting the man below his left ear.
DHS was vague, saying that “during the incident, an ICE officer discharged his weapon” and that the man was injured.
Irate Mayor Zohran Mamdani called the shooting an outrage.
On Friday morning, ICE Okie Markwayne Mullin appeared for a press conference with his stress ball in hand, to call the victim of the shooting a “thug,” a “gang-banger,” and “possible murderer.”
Mullin repeatedly said ICE was pursuing the “worst of the worst,” but according to Police Commissioner Tisch, Belgal had two prior arrests in New York City: “one for robbery in 2023 in which he pleaded guilty to fourth-degree grand larceny and received five years probation; and one for criminal sale of a controlled substance in 2025, which is still pending.”
