House Oversight Chair James Comer’s crusade to obtain a document from FBI Director Christopher Wray continues.
That coveted FD-1023 has origins in a tranche of documents from Ukraine that Rudy Giuliani provided to the Justice Department in 2020.
- An FD-1023 is a form used by the FBI to record unverified reporting from a confidential human source.
The document in question comes from an unverified source alleging that a foreign national paid $5 million to receive a desired policy outcome courtesy of Joe Biden.
At that time, Attorney General Bill Barr said about the document, “We can’t take anything we received from Ukraine at face value.”
The FBI and prosecutors who reviewed the information couldn’t corroborate the claims.
But Comer’s subpoena for the document continues to be a source of drama in the GOP.
Christopher Wray spoke by phone to Comer and Sen. Chuck Grassley, and offered to allow them to view the document at the FBI’s office, but Comer says anything short of delivery of the document to the oversight committee is unsatisfactory, and not in compliance with the subpoena.
Comer continues to threaten Wray with contempt of Congress if the document doesn’t end up in the hands of the committee.
